Elaine is excited to announce a $25,000 grant from Thunderbirds Charities. Elaine is a Phoenix-based nonprofit named in honor of Elaine Herzberg, who was experiencing homelessness and tragically lost her life after being struck by a vehicle. Founded in 2019, Elaine’s mission is to connect Arizona’s homeless and underserved people to critical resources by eliminating transportation barriers.
Elaine’s Transportation Assistance Program connects vulnerable Phoenix adults to locations where they can access food, housing, healthcare, employment, justice court, community centers, and more. Operating Monday through Friday, from 8 a.m. to 5 p.m., the program has four Community Health Drivers, four vehicles, including accommodations for those with disabilities and language barriers, and a structured ride scheduling system for data gathering and coordination with referring agencies and
clients.
“Thanks to Thunderbirds Charities, this generous, $25,000 grant is providing 1,250 no-charge rides to 278 adults who are low-income, elderly, disabled, uninsured, or experiencing homelessness and lacking transportation to access social services that meet their essential needs,” said Eric Barr, CEO of Elaine. “In the short-term, any one of these rides can help move someone from shelter or streets into a home of their own, provide access to food for someone who hasn’t eaten in days, get to a critical healthcare appointment, or reach a job interview. In the long-term, these rides can help vulnerable individuals increase their self-sufficiency and improve their health and quality of life.”
Elaine’s Transportation Assistance Program is unique in how its drivers provide free, reliable, empathetic, and personalized service to help engage clients over time in moving toward a better quality of life. In 2024, Elaine provided 9,044 free rides and served 2,471 individuals; as a direct result, 820 people were able to access healthcare, 69 people moved into a new home and 31 people secured employment.

Located on the Key Campus in downtown Phoenix, Elaine has been a vital transportation resource for Phoenix’s most vulnerable community members since 2019 and continues to grow thanks to the generous support of local donors and partners like Thunderbirds Charities.
